MDB’s Quarterly Update on AML, CTF and Sanctions
MDB’s Risk Management and Compliance Function has released the Q2 2026 AFC Radar, its quarterly briefing on Anti-Money Laundering (AML), Counter-Terrorism Financing (CTF) and Sanctions developments in Malta and the EU.
This edition covers:
Sanctions
A ruling (Case C-81/24) confirming EU residents’ right to a basic payment account, even if listed on US sanctions lists, unless an individual ML/TF risk assessment justifies refusal.
FIAU Updates
The FIAU has issued a series of updates this cycle:
- AMLD6 and its impact on the Central Bank Account Register (CBAR)
- Changes to the Implementing Procedures (IPs), affecting the definition of beneficial ownership and employee screening rules
