MDB Facilitates Total Cumulative Assistance of €688 Million Since Inception

The Malta Development Bank (MDB) has published its 2025 Annual Report, reflecting a year of growth and continued institutional progress as the Bank strengthens its role in Malta’s economy.
From its inception to the end of 2025, the Bank facilitated €688 million in total financing. The total financial assistance provided last year increased by €27.6 million compared with the previous year. Financial support for businesses spanned a broad range of products, with individual loan values ranging from €31,000 to €10 million.


The Bank reported a record profit of €4.3 million for 2025, reflecting sustained positive financial performance maintained alongside strong provisioning levels for potential loan defaults.
One of the year’s standout achievements was the issuance of European Investment Fund-backed risk-sharing instruments to help SMEs and small mid-caps access financing more easily, particularly for sustainability and cultural and creative projects. These instruments are expected to generate €44 million in new lending through partner banks.


This expanded financing capacity was further reinforced in February 2026, when the Government approved a €10 million increase in MDB’s paid-up share capital, bringing the total to €90 million.
In 2025, the Bank approved its 2026–2028 Business Plan, setting a clear strategic focus on productivity, innovation, skills, competitiveness, energy resilience and sustainable growth. That same year, MDB launched StudentAssist, a new EU and nationally backed student finance scheme, and reached a major institutional milestone by successfully completing the InvestEU Pillar Assessment, making it eligible to apply directly for EU guarantees.


Minister Clyde Caruana stated that, following the investment made in recent years, the bank is nearing its full capital capacity of €100 million as permitted by the European Commission. He indicated that discussions with the Commission are anticipated in the coming months to broaden the bank’s role and increase its capital base.


The Minister also emphasised the need to reform Malta’s capital markets, noting that a significant amount of domestic capital remains underutilized. He asserted that such reforms are essential to sustain economic growth and maximize the country’s potential.


In conclusion, the Minister referred to the Government’s positive financial results for 2025 and affirmed that, despite ongoing international challenges, Malta will remain resilient and its economy will continue to grow.

Malta Development Bank (MDB) ippubblika r-riżultati finanzjarji tiegħu għall-2025, li jirriflettu sena oħra ta’ tkabbir u titjib għall-Bank.


Mill-bidu tal-ħidma tiegħu sa tmiem l-2025, il-bank iffaċilita total ta’ €688 miljun f’finanzjament. Is-sena li għaddiet, l-assistenza finanzjarja totali żdiedet b’€27.6 miljun meta mqabbla mas-sena preċedenti. L-appoġġ mogħti lin-negozji inkluda diversi prodotti finanzjarji, bl-ammont ta’ self ivarja minn €31,000 sa €10 miljun.


Fl-2025, MDB irrapporta profitt rekord ta’ €4.3 miljun, filwaqt li żamm livell b’saħħtu ta’ preparazzjoni f’każ li s-self ma jitħallasx lura.


Waħda mill-aktar kisbiet kruċjali fl-2025 kienet it-tnedija ta’ strumenti ġodda, appoġġati mill-Fond Ewropew tal-Investiment. Dawn huma maħsuba biex jgħinu lil kumpaniji żgħar u dawk medji jiksbu aktar aċċess għall-finanzjament, speċjalment biex iwettqu proġetti marbuta mas-sostenibbiltà u mas-setturi kulturali u kreattivi. Flimkien, dawn l-istrumenti huma mistennija jwasslu għal €44 miljun f’self ġdid, permezz tal-banek imsieħba mal-MDB.


Din il-kapaċità akbar ta’ finanzjament kompliet tissaħħaħ fi Frar 2026, meta l-Gvern approva żieda ta’ €10 miljun fil-kapital imħallas tal-MDB. B’hekk, il-kapital totali tal-Bank tela’ għal €90 miljun.


Fl-2025, il-Bank approva Business Plan li se jwassal sas-sena 2028. Fl-istess sena, l-MDB nieda wkoll StudentAssist, skema ta’ finanzjament għall-istudenti appoġġata kemm mill-Unjoni Ewropea kif ukoll minn fondi nazzjonali. Mument notevoli ieħor kien meta l-Bank għadda b’suċċess mill-Pillar Assessment tal-InvestEU, li jagħmlu eliġibbli biex japplika direttament għal garanziji tal-Unjoni Ewropea.


Il-Ministru Clyde Caruana qal li bl-investiment li sar fl-aħħar snin, il-bank wasal biex jilħaq il-kapaċità kollha tiegħu fil-kapital li hu permissibbli mill-Kummissjoni Ewropea, dak ta’ €100 miljun. Qal li fiż-żmien li ġej se jara li jibdew diskussjonijiet mal-istess Kummissjoni biex l-irwol u l-kapital tal-bank ikun jista’ jikber.
Il-Ministru qal ukoll li wasal iż-żmien li f’pajjiżna ssir riforma fis-swieq kapitali. Huwa aċċenna għall-fatt li f’Malta hawn ammont kbir ta’ kapital mhux utilizzat u għaldaqstant din ir-riforma hija meħtieġa biex il-pajjiż ikompli jikber u jimmassimizza l-potenzjal tiegħu.
