Malta Development Bank hosts 30 promotional banks for the ELTI General Assembly 2022

On 28 October the Malta Development Bank has welcomed senior officials from 30 other promotional banks as the Bank hosted this year’s annual General Assembly of the European Long-Term Investors Association (ELTI).

ELTI members represent a European-wide network of National Promotional Banks and Institutions which offer financial solutions tailored to the specific needs of their respective country and economy. The principal mission for promotional banks is to support financing when traditional commercial banks are reluctant or unable to do so, either because the risk is too high, or because the capital outlay is too significant for the bank to carry on its own.

Over the past years, ELTI has strengthened its role as a visible stakeholder which represents, at both European and national levels, the position of its 31 current members, which are notably made up of National Promotional Banks and Institutions.

The Malta Development Bank, which is celebrating the fifth anniversary of its establishment this year, and is the youngest and smallest member of this body, benefits from being part of this association, by being able to exchange best practices and technical expertise with institutions of larger size and experience. ELTI also supports its member institutions by facilitating the preparation of common positions when communicating with the institutions of the European Union and the possibility of exchanging ideas with other members and International Financial Institutions including the European Investment Bank and Council of Europe Development Bank. The MDB also benefits from a loan with KfW, which enables the MDB to offer enhanced loans particularly to SMEs.

During their meeting in Malta, the promotional banks discussed the key lessons learnt from the respective support measures to the multiple crises which affected the European economy in the past couple of years, namely the COVID-19 pandemic, the Russian invasion of Ukraine and the supply-related headwinds and inflationary pressures which are now leading to a rise in interest rates in most countries.

Prof Josef Bonnici, Chairman of the Malta Development Bank said: “The presence of ELTI in Malta is a clear indicator of the positive reputation that the Malta Development Bank enjoys among its peers and its enhanced role as a key stakeholder in Maltese economic development. This EU-wide collaboration with experienced international partners will help the MDB to improve its product offering as it seeks to help Maltese entrepreneurs, but also supporting innovators, researchers and students, in addressing one of the biggest obstacles to business growth and innovation, that of appropriate access to finance”.

Il-Bank Malti għall-Iżvilupp jilqa’ 30 bank promozzjonali għall-Assemblea Ġenerali tal-ELTI 2022

Fit-28 ta’ Ottubru, il-Bank Malti għall-Iżvilupp laqa’ uffiċjali ewlenin minn 30 bank promozzjonali Ewropew ieħor fl-okkażjoni tal-Assemblea Ġenerali tal-European Long-Term Investors Association (ELTI) li saret f’Malta.

Il-membri tal-ELTI jirrappreżentaw netwerk Ewropew ta’ Banek u Istituzzjonijiet Promozzjonali Nazzjonali li joffru soluzzjonijiet finanzjarji mmirati għall-bżonnijiet speċifiċi tal-pajjiżi u l-ekonomiji rispettivi. Il-missjoni ewlenija tal-banek promozzjonali hija li jappoġġjaw il-finanzjament f’dawk iċ-ċirkostanzi fejn il-banek kummerċjali tradizzjonali huma skomdi jew ma jistgħux jagħmlu hekk, jew għax ir-riskju huwa eċċessiv jew għaliex il-kapital meħtieġ hu kbir wisq biex il-bank iġorru waħdu.

Fl-aħħar snin, l-ELTI saħħet ir-rwol tagħha bħala assoċjazzjoni bi preżenza b’saħħitha, kemm fuq livell nazzjonali kif ukoll dak Ewropew, fejn tirrappreżenza l-pożizzjoni tal-31 membru tagħha, li huma primarjament Banek u Istituzzjonijiet Promozzjonali Nazzjonali.
Il-Bank Malti għall-Iżvilupp, li din is-sena qed jiċċelebra l-ħames anniversarju mit-twaqqif tiegħu u huwa l-iżgħar membru kemm bħala żmien kif ukoll bħala daqs, jibbenefika mis-sħubija tiegħu f’din l-assoċjazzjoni billi jgawdi minn skambji tal-aqwa prattika u għarfien tekniku ma’ istituzzjonijiet ta’ daqs u esperjenza akbar. L-ELTI tappoġġja wkoll lill-istituzzjonijiet membri tagħha billi tiffaċilita t-tħejjija ta’ pożizzjonijiet komuni meta tikkomunika mal-istituzzjonijiet tal-Unjoni Ewropea u billi toffri l-possibbiltà ta’ bdil ta’ ideat ma’ membri oħra u Istituzzjonijiet Finanzjarji Internazzjonali bħall-Bank Ewropew tal-Investiment u l-Bank tal-Iżvilupp tal-Kunsill tal-Ewropa. L-MDB jibbenefika wkoll minn self mal-KfW, li jippermetti lill-MDB joffri self aktar vantaġġjużb’mod partikolari lill-SMEs.

Waqt il-laqgħa f’Malta, il-banek promozzjonali ddiskutew il-lezzjonijiet ewlenin li nkisbu mill-miżuri ta’ appoġġ rispettivi waqt kriżijiet differenti li ħallew impatt fuq l-ekonomija Ewropea fl-aħħar sentejn, inkluż il-pandemija tal-COVID-19, l-invażjoni Russa tal-Ukrajna, il-problemi marbuta mal-katina ta’ provvista u pressjonijiet inflazzjonarji li qed iwasslu għal żidiet fir-rati tal-imgħax f’bosta pajjiżi.

Prof Josef Bonnici, Chairman tal-Bank Malti għall-Iżvilupp qal: “Il-preżenza ta’ ELTI f’Malta hija indikatur ċar tar-reputazzjoni pożittiva li l-Bank Malti għall-Iżvilupp għandu fost istituzzjonijiet simili u r-rwol dejjem akbar li għandu fil-kuntest tal-iżvilupp ekonomiku ta’ pajjiżna. Il-kollaborazzjoni ma’ istituzzjonijiet minn madwar l-UE b’esperjenza internazzjonali se tgħin lill-MDB biex isaħħaħ il-prodotti li joffri fil-ħidma tiegħu li jgħin lill-imprendituri Maltin, kif ukoll lill-innovaturi, riċerkaturi u studenti, biex jindirizzaw waħda mill-akbar ostakli għat-tkabbir tan-negozju u l-innovazzjoni, dik ta’ aċċess xieraq għal finanzi”.
