MDB’s impact on the ground exceeds half a billion euro since inception​

The Malta Development Bank has provided support to over half a billion euro in loans since the first scheme was launched back in late 2018. These loans were taken up by close to 650 local businesses, operating across the local economic spectrum to invest in expanding their operations or to access working capital needed to ensure survival throughout the challenges of the COVID-19 pandemic. Micro, small or medium-sized enterprises represent 91% of all businesses assisted.

The loans, which were intermediated through local commercial banks, were made possible thanks to the guarantee schemes offered by the MDB. Such loans reflect some 12.5% of the overall currently outstanding loans extended by the banking system to non-financial corporations in Malta, attesting to the fundamental role played by the Bank in supporting economic activity. Lending to non-financial corportations in Malta expanded by an annual rate of 9% during 2020. Without this MDB’s intervention, such lending to companies would have contracted by 2.5%.

The largest contributor to this impact was the COVID-19 Guarantee Scheme (CGS), which thanks to a Government backed guarantee of €350 million the MDB is able to provide a guarantee of 90% on new working capital loans granted by commercial banks to businesses facing liquidity shortfalls as a result of the pandemic. In this case, the retail sector and the accommodation and food sector were the major beneficiaries of the guarantees. This scheme is still running and businesses requiring such financing are encouraged to approach one of the nine accredited commercial banks intermediating the scheme.

Other schemes operated by the MDB, include the SME Invest, the Family Business Transfer Facility and the Further Studies Made Affordable Scheme. The almost 650 businesses that benefitted from the guarantees made available by the MDB through the different schemes, are responsible for the employment of more than 40,000 employees, equivalent to more than 22% of total private sector employees in Malta.

As the country seeks to exit the challenges brought by the pandemic, the MDB is positioning itself to enable financing for more sustainable, longer-run growth, in line with national and European objectives.

Through its schemes, the MDB intends to facilitate investment in green infrastructure projects, innovation and digitalisation, as well as projects with a social dimension and hence will strive to contribute to the achievement of the country’s ambitious targets in various priority areas.

MDB Chairman Prof Josef Bonnici commented: “the milestone achieved in such a short-time frame is testament to the role of the MDB in Malta’s economic fabric, and we are proud of this contribution. Over the past few months we have been actively working on new financial instruments which will be launched later this year and that will give further impetus to the economy during the post-pandemic recovery phase. In addition, we also held consultations with both public and private sector entities in relation to an array of projects, for example, in the area of renewables, green mobility and waste management solutions. These are areas which both the national Government and the European Union are pushing and which we hope to see come into fruition in the months ahead”.

Il-Bank Malti għall-Iżvilupp ipprovda appoġġ ta’ aktar minn nofs biljun ewro f’self minn meta l-ewwel skema tnediet lejn l-aħħar tal-2018. Dan is-self ittieħed minn kważi 650 negozju lokali, f’kull settur ekonomiku lokali, biex jinvestu kemm f’espansjoni tal-operat tagħhom kif ukoll biex jakwistaw il-finanzjament meħtieġ biex jilqgħu għall-isfidi li ġabet magħha l-pandemija tal-Covid-19. Negozji żgħar u medji rrappreżentaw 91% ta’ dawk megħjuna.

Is-self, li kien intermedjat permezz tal-banek kummerċjali lokali, kien possibbli permezz tal-iskemi ta’ garanzija offruti mill-MDB. Dan is-self jirrifletti madwar 12.5% tas-self attwali li għandhom kumpaniji mhux finanzjarji mas-sistema bankarja Maltija, riflessjoni tar-rwol fundamentali li għandu l-Bank Malti għall-Iżvilupp biex jgħin l-attività ekonomika. Is-self lill-kumpaniji f’Malta espanda b’rata annwali ta’ 9% matul l-2020. Mingħajr l-intervent tal-MDB, is-self lil dawn il-kumpaniji kien jonqos b’2.5%.

L-akbar kontributur għal dan l-impatt kienet l-Iskema ta’ Garanzija Covid-19 (CGS), Ii permezz ta’ garanzija kopruta mill-Gvern ta’ €350 miljun, l-MDB qed jipprovdi garanzija ta’ 90% fuq self mogħti minn banek kummerċjali lil negozji li jiltaqgħu ma’ diffikultajiet fil-likwidità minħabba l-pandemija. F’dan il-każ, is-settur tal-bejgħ bl-imnut u dak tal-akkomodazzjoni u l-ikel kienu l-akbar benefiċjarji ta’ dawn il-garanziji. L-iskema għadha miftuha u n-negozji li għandhom bżonn dan il-finanzjament huma mħeġġa jagħmlu kuntatt ma’ wieħed mid-disa’ banek kummerċjali akkredidati li qed jintermedjaw din l-iskema.

Skemi oħra mħaddma mill-MDB jinkludu l-SME Invest, il-Family Business Transfer Facility u l-Iskema Further Studies Made Affordable. Il-kważi 650 negozju li gawdew minn dawn il-garanziji tal-MDB permezz tal-iskemi differenti jħaddmu bejniethom aktar minn 40,000 impjegat, ekwivalenti għal 22% tal-impjegati kollha fis-settur privat f’Malta.

Permezz tal-iskemi tiegħu, l-MDB fi ħsiebu jiffaċilita proġetti fil-qasam ambjentali, fl-innovazzjoni u fil-qasam diġitali, u b’hekk se jistinka biex jikkontribwixxi għal miri ambizzjużi tal-pajjiż fl-oqsma ta’ priorità differenti.

Dan huma oqsma li kemm il-Gvern nazzjonali kif ukoll l-Unjoni Ewropea qed jimbuttaw ‘il quddiem u li allura nittamaw li naraw isiru realtà fix-xhur li ġejjin”.
